DESCRIPTION

The Title V Federal Program Manager serves as the primary liaison between the Department and the federal contracting officer’s representatives regarding services performed under the federal contract to ensure efficient and effective delivery of monitoring services in compliance with contractual obligations. Work is reviewed for conformity with established federal and local laws, rules and regulations.

 

DUTIES AND RESPONSIBILTIES (NOT ALL INCLUSIVE)

·         Reviews Activity Report for Title V District Programs;

·         Consults routinely with federal representatives concerning requirements under the federal agreements;

·         Consults with administrators re: expenditure of funds and conducting programs;

·         Assists with revision of FY Title;

·         Monitors activities to identify and report deficiencies found and develops plans for corrective action to ensure that all federal requirements are met; 

·         Reviews and participates in the preparation of all fiscal reports;

·         Identifies resources required for satisfying contractual agreements;

·         Reviews and responds to proposals for changes in requirements as well as evaluates the impact of the change and develops plans for implementation of approved changes;

·         Advises senior management on long-range planning, trends, potential problem areas and competitive issues regarding the program;

·         Assists in the analysis of program-related data;

·         Applies a working knowledge of applicable laws and regulations; verifies documents for completeness and compliance with government and federal agencies;

·         Creates budgets for proposals;

·         Performs other related duties as may be required.


Skills Required

KNOWLEDGE, SKILL AND ABILITIES

·         Thorough knowledge of federal programs’ specific and general compliance requirements and allowable costs;

·         Knowledge of Government financial/cost accounting;

·         Knowledge of grants development, proposals, applications, and administration;

·         Ability to communicate verbally and in writing;

·         Ability to develop and maintain productive interpersonal/human relations;

·         Ability to demonstrate advanced conflict management skills, including negotiation and problem/issue determination and resolution;

·         Ability to conduct research;

·         Ability to maintain accurate records and attend to details;

·         Ability to work collaboratively;

·         Ability to operate personal computer with knowledge of various software programs and database management;

·         Ability to work independently, meeting critical deadlines;

·         Ability to maintain confidentiality.

 

EDUCATION AND EXPERIENCE

·        Master’s degree in Public Administration, Business Administration, Communications or closely related field and two years of federal grants management or related experience; or

·      Bachelor’s degree in Business Administration or closely related field and four years of federal grants management or related experience; and

·      Working knowledge of Government financial accounting system and Office of Management and Budget (OMB) Circular A-133 and Circular A-87.
