Healthcare Administrator ATS is seeking a professional with the knowledge, skills, abilities and experience who will add value to a business opportunity that we are actively pursuing. ATS is currently seeking an Health System Specialist. The Health System Specialist will act as the staff agent for VIARNG Medical Readiness. The contracted support provided will assist with all pending and future medical actions required to determine the medical readiness of all units. Further actions require capture, definition, tracking and resolution of all pending medical issues for our Soldiers. These actions are critical to improve deployment readiness and provide the support our Soldiers and their families deserve for their actions and service to community, state and nation. This is a Full Time position; 40 hours per week. Monday-Friday. The period of performance shall be for a basic period of 12 months: 01 November 2012 – 01 November 2013. Must be a resident of the Virgin Islands to apply. Place of performance: St. Thomas | The Health System Specialist must hold: · An earned bachelor’s degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration; or · Master's or equivalent graduate degree and knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements Preference will be given to candidates who have the following qualifications: · Active or former member of the United States military. · Credentialed by National Guard Bureau to provide clinical services. · Strong connections and working relationships with the Virgin Islands health community. · Strong knowledge, training, and experience in health management. · Experience utilizing and maintaining health records and electronic patient programs. · Resident of Virgin Islands who is prepared to work in Virgin Islands and have the ability to travel frequently. In order to successfully meet the performance objectives, the contracted employee should possess the following knowledge/skills: · Confidence to provide feedback and recommendations to Deputy State Surgeon (DSS) · Knowledge of various Patient Tracking programs, Mobilization Planning Data Viewer (MPDV), Medical Protection System (MEDPROS), DENCLASS, HRR, MND, and associated Medical Operational Data System (MODS) modules. · Knowledge of the analytical and evaluative methods and techniques for improving organizational communication. · Knowledge of different Microsoft applications. Additional knowledge of computer software and hardware, including medical applications, is expected. · Ability to plan and organize work of considerable difficulty and responsibility under minimal supervision. · Ability to participate in research and performance improvement studies. · Must possess analytical skills, knowledge of arithmetic, algebra, statistics, and other applications. · Ability to deal tactfully and diplomatically with others; function under pressure such as time limitations or intense public interest. Duties and Responsibilities: · Health System Specialist (HSS): - Assists the Deputy State Surgeon with the implementation and administration of health services activities, which include coordinating, training, and providing guidance to all customers of medical services both within and beyond state control. These activities include, but are not limited to: command health programs, medical/dental aspects of mobilization, deployment and operations, demobilization, medical education, sustainment, proficiency training, credentialing of healthcare professionals, and assisting with policy development and implementation. - Coordinates with the personnel community to assure all medical documentation required for personnel actions are complete and distributed appropriately. - Ensures compliance with all regulatory and legal force health management requirements while providing assistance with medical support for accomplishment of contingency operations as required and as directed by the Deputy State Surgeon. - Recommends solutions and courses of action to be followed that have a substantial impact on overall medical readiness. - Recommends policies and procedures for implementation that affect medical management and programs across the state. - Instructs, coordinates, and directs the implementation of medical policies to implement higher-level directives and federal law to provide optimum guidance and support to all state units. - Provides feedback and recommendations to Deputy State Surgeon regarding program implementation and readiness status. - Provides utilization and maintenance of health records and electronic programs used to gauge Medical Readiness in the state to include various patient tracking programs, Mobilization Planning Data Viewer (MPDV), Medical Protection System (MEDPROS), DENCLASS, HRR, MND, and associated Medical Operational Data System (MODS) modules. - Generates, analyzes, and provides statistical reports regarding the readiness status of the state and provides trend analyses in order to focus resources on correction of deficiencies. - Responds to inquiries and correspondence related to medical services issues and maintains records in accordance with (IAW) Army Regulations on all responses. - Maintains Health Insurance Portability and Accountability Act of 1996 (HIPAA) standards and guidelines. - Performs other responsibilities and tasks that meet the organizational needs of medical branch.
