Director Of Operations

Qualification Standards:

Director of Operations must meet the applicable experience requirements of 14 CFR 119. 67(a) and be qualified through experience, education and in accordance with other qualification standards set forth by the Chief Operating Officer.

Line of Authority:

The Director of Operations reports to the Chief Operating Officer.  In the absence of the Director of Operations, the Chief Pilot is designated to exercise authority on behalf of the Director of Operations.

 Guidance Information:

The policies, procedures, instructions, and information for managing processes of the operations department are contained in the General Operations Manual, Flight Operations Training Manual, Station Operations Manual and other manuals as indicted in the appendix of the Manual on Manuals.

Program Administration:

The Director of Operations has authority to establish and modify the policies, procedures, instructions, and information for the following processes:

  • Appropriate Operational Equipment
  • Manual Currency
  • Content Consistency Across Manuals
  • Distribution (Manuals)
  • Availability (Manuals)
  • Supplemental Operations Manual Requirements
  • Airman Duties/Flight Deck Procedures
  • Operational Control
  • Carry-on Baggage Program
  • Exit Seating Program
  • Carriage of Cargo
  • Aircraft Performance Operating Limits
  • Hazardous Materials/Dangerous Goods Program
  • Dispatch or Flight Release
  • Flight/Load Manifest/Weight and Balance Control
  • Minimum Equipment List
  • Training of Flight Crewmembers
  • Training of Dispatchers
  • Training of Check Airman and Instructors
  • Simulators/Training Devices
  • Pilot Operating Limitations/Recent Experience
  • Airman/Crewmember Checks and Qualifications
  • Use of Approved Routes, Areas and Airports
  • Scheduling/Reporting System
  • Flight Crewmember Flight/Duty/Rest Time

Skills Required

 

The Director of Operations is responsible for and has the authority to direct all operational control functions for Seaborne Airlines.  He may delegate operational control functions, but not the responsibility for those functions.

  • Promotes and encourages safety in all areas and ensures instructions pertinent to safety are properly observed.
  • Responsible for Company compliance with Federal Aviation Regulations.
  • Determines qualifications and supervise hiring of new personnel in the Flight Operations Department.
  • Determines qualifications and decides upon the promotion of any line pilot to the position of Check Airman, Instructor Pilot or Captain.
  • Provide leadership for promotion of moral.  Adjusts methods and procedures to provide continuous improvement in the efficiency and reliability of flight operations personnel.
  • Ensure that the policies and procedures of the Dispatch department comply with regulations and rules affecting safety of flight.  The Director of Operations will be consulted and must concur with policy and procedure changes that in any way affect the operation of Company aircraft.
  • Administer flight movement of Company aircraft.
  • Ensure the validity and availability of Air Carrier Certificate and Operations Specifications, including certificate renewals, waivers, authority for deviations and all amendments therein.
  • Maintain prevailing flight operations in regard to route requirements, airport data, communications and weather reporting facilities, as set forth in the Federal Aviation Regulations.
  • Distribute a General Operations Manual to all required employees and aircraft as specified in the Manual on Manuals.  The Director of Operations shall audit the GOM contained in the ship’s library in accordance with the audit procedures contained in the Manual on Manuals.  The Director of Operation shall promote the use of procedures and guidance contained in the GOM.
  • Adhere to crewmembers requirements stipulated in the regulations, as to the limitations on use of services, composition of flight crews and emergency duties.
  • Ensure that the Flight operations department practices and procedures, as well as training standards and procedures, meet or exceed the requirements of the applicable Federal Aviation Regulations and Company Policies.
  • Establish and oversee the goals and objectives of the Manager of Training and Recruiting
  • In conjunction with the Chief Pilot ensure that all flight operations department personnel adhere to Federal Aviation Regulations regarding flight operations and flight release rules.
  • Maintain required records and reports of crewmembers and dispatchers in addition to dispatch releases, flight releases, load manifests, flight plans, and pilot route certifications.
  • For operations of charter flights, which are operated under the rules governing supplemental carriers, the Director of Operations (or his designee) is responsible for canceling, diverting or delaying a flight, if in his opinion or in the opinion of the Pilot in Command the flight cannot operate or continue to operate safely as planned or released.  The Director of Operations is responsible for assuring that each flight is monitored with respect to at least one of the following:
  • Departure of flight from place of origin and arrival at place of destination, including intermediate stops.
  • Maintenance and mechanical delays encountered at places of origin and destination and intermediate stops.
  • Any known conditions that may adversely affect the safety of the flight.
  • Jointly responsible with the Pilot in Command for initiation, continuation, diversion and termination of a flight in accordance with all regulations, Operations Specifications and Company policies.
  • Responsible for completion and compliance with proper procedures in conducting these duties.
  • Fly the flight line as needed averaging 3-5 days per month
  • The Director of Operations will assume the duties and responsibilities of the Manager of Dispatch when the size and scope of the Dispatch Center does not require a full time  Manager.
  • Other duties as assigned by the Chief Operating Officer.
