Job Summary

This position manages the Human Resources Department of Heavy Materials, the US Virgin Islands operating region of U.S. Concrete, by planning, implementing, and evaluating employee and labor relations policies, programs, and practices.   

 

Position is a direct report to the Vice President/General Manager.

 

Essential Duties and Responsibilities

  • Provide direction and counsel regarding all human resources aspects of Heavy Material’s operations.

  • Delivers results through the daily execution of key processes such as talent acquisition, employee development, performance management, compensation planning, positive employee and labor relations, and talent development programs.

  • Accountable for deploying policies and initiatives throughout the company in the areas of year-end performance, goal setting and compensation planning.

  • Establishes recruiting, testing, interviewing, and on boarding processes and policies; counsels managers on candidate selection.

  • Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees.

  • Responsible for payroll processing and all payroll related requirements.

  • Listens and resolves employee grievances; counsel’s employees and supervisors on work rules and collective bargaining agreements.

  • Conducts open enrollments with respect to annual benefit programs.

  • Ensures legal compliance by monitoring and implementing applicable human resource federal and US Virgin Islands requirements; conducting investigations; maintaining records; representing the organization at hearings.

  • Maintains management guidelines by preparing, updating, and recommending employee policies and procedures.

  • Ensures compliance with collective bargaining agreements.

  • Negotiates collective bargaining agreements with respective unions.

 

Supervisory Responsibility

This position manages all employees of the HR Department and is responsible for the performance management and hiring of the employees within that department.


Skills Required

Skills and Qualifications

Bachelor’s degree or 10+ years of Human Resource experience

Strong organizational skills

Proficiency in recruiting, benefits administration, performance management, compensation and wage structure, training and development

Ability to use all Microsoft Office tools (Word, PowerPoint, Excel, etc.)

Self-motivated and independent

Strong interpersonal and communication skills

Knowledge of federal and Virgin Islands employment laws

Significant union and traditional labor relations experience
